Canarsie Pier is in the Jamaica Bay Unit of Gateway National Recreation Area. The Park Service page describes a fishing pier with a parking lot, restrooms, picnic area, playground and kayak launch.
That page says the pier is open daily from 6 a.m. to 10 p.m., with cars allowed from 8 a.m. to 10 p.m., and it was last updated June 14, 2021. Gateway's fishing page is the one to read for this year's access passes.
